Difference Between Wireman, Chargeman and Electrical Engineer

When electrical work is required, customers may encounter terms such as Wireman PW2, PW4, Chargeman A0, A1, A4, B0, B1, B4 and Electrical Consulting Engineer.

Each category has a specific function and limitation. A category with a higher code does not necessarily allow a person to carry out every type of electrical work.

The right party should be selected according to the type of work, single-phase or three-phase system, installation voltage and purpose of the work.

What Is an Electrical Competent Person?

An electrical competent person is an individual who holds a Certificate of Competency for a specific category and is registered according to the requirements of the Energy Commission.

The certificate indicates that the individual is qualified to perform particular duties within the permitted scope of competency. However, every category has different functions and limitations.

Common categories include:

  • PW Wireman
  • Category A Chargeman
  • Category B Chargeman
  • Electrical Supervisor
  • Electrical Engineer with the relevant registration
  • Electrical Consulting Engineer

Differences between electrical competent persons Wireman Chargeman and Electrical Engineer in Malaysia

What Is a Wireman?

A Wireman carries out electrical wiring installation work within the scope of competency held by the individual.

The work may involve cable installation, final circuits, distribution boards, protection systems, electrical earthing and installation testing.

The commonly referenced Wireman categories are PW1, PW2, PW3 and PW4.

Differences Between PW1, PW2, PW3 and PW4

  • PW1 – Single-Phase Wireman without testing endorsement.
  • PW2 – Single-Phase Wireman with testing endorsement.
  • PW3 – Three-Phase Wireman without testing endorsement.
  • PW4 – Three-Phase Wireman with testing endorsement.

The main differences are the type of phase covered and whether the competency includes a testing endorsement.

For example, a PW4 Wireman may carry out wiring and testing for single-phase and three-phase installations within the relevant competency and registration scope.

However, holding a PW4 competency does not allow an individual to act as an Electrical Consulting Engineer or undertake every type of electrical work without the appropriate contractor registration.

What Is a Chargeman?

A Chargeman is an electrical competent person responsible for operating and supervising electrical installations.

The main duties involve operating, controlling, inspecting and maintaining electrical installations that are already in operation.

This differs from a Wireman, whose work is mainly related to electrical wiring installation and testing.

The required Chargeman category depends on the installation voltage, overhead-line system, generating station and overall installation configuration.

Category A Chargeman for Low-Voltage Installations

Category A applies to low-voltage electrical systems. Each category is subject to different limitations.

  • A0 – Low-voltage systems without an overhead line or generating station.
  • A1 – Low-voltage systems without a generating station and including the relevant low-voltage overhead-line scope.
  • A4-2 – Low-voltage systems without an overhead line and without generator synchronisation.
  • A4-1 – Low-voltage systems without generator synchronisation.
  • A4 – Low-voltage systems with a wider scope within the Category A group.

The appropriate category should not be selected based only on the certificate name. The actual installation and the limitations stated on the competency certificate must be checked first.

Category B Chargeman for High-Voltage Installations

Category B covers the operation of high-voltage systems, including installations operating at 11kV or 33kV. Categories include B0-2, B0-1, B0, B1 and B4.

  • B0-2 – High-voltage systems with certain limitations involving overhead lines, generating stations and specified parts of the low-voltage system.
  • B0-1 – High-voltage systems with specified limitations involving overhead lines and generating stations.
  • B0 – High-voltage systems without a high-voltage generating station or high-voltage overhead line.
  • B1 – High-voltage systems without a high-voltage generating station.
  • B4 – High-voltage systems with a wider scope within the Category B group.

These descriptions provide a general explanation. The actual scope must be confirmed through the category and limitations stated on the competency certificate and the current requirements of the Energy Commission.

Wireman and Chargeman Are Different Roles

Wiremen and Chargemen perform related but different functions.

  • A Wireman carries out electrical wiring installation and testing according to the relevant competency category.
  • A Chargeman operates, controls, inspects and maintains electrical installations that are already in operation.
  • The required competent person depends on the type, capacity and voltage of the electrical installation.

An individual may hold more than one competency certificate. However, the duties that can be performed remain subject to the certificates and registrations held by that individual.

What Is the Role of an Electrical Engineer?

An Electrical Engineer may be involved in the design, calculations, planning, coordination and technical assessment of an electrical system.

However, holding an electrical engineering qualification does not automatically permit a person to provide consulting engineering services or prepare every type of submission.

The professional registration, practising certificate and status of the engineering firm providing the service must be appropriate for the work scope and the authority receiving the submission.

What Is an Electrical Consulting Engineer?

An Electrical Consulting Engineer is usually appointed for work requiring professional electrical design, calculations and engineering coordination.

The scope may include:

  • Total connected load and maximum-demand calculations
  • Electrical supply system design
  • Preparation of engineering drawings and documents
  • Coordination of technical requirements with TNB
  • Design of switch rooms, metering systems or substations when required
  • Submission to the relevant authority or building management

For a TNB electricity supply application exceeding 100A, a registered Electrical Consulting Engineer is generally required to manage the technical application.

The Electrical Contractor then carries out the installation work and meter-related process according to the approved design, requirements and contractor registration scope.

PW4 Endorsement and Electrical Consulting Engineer Are Not the Same

A PW4 endorsement applies to electrical work and documents that fall within the scope of a Three-Phase Wireman with testing endorsement.

It does not replace engineering drawings, calculations or submissions that require an Electrical Consulting Engineer.

For premises requiring drawings that fall within the permitted PW4 scope, refer to our SLD drawing and PW4 endorsement service.

Differences between the roles of Wireman Chargeman and Electrical Consulting Engineer

Competent Person and Electrical Contractor Are Different

A competent person is an individual who holds a specific Certificate of Competency.

An Electrical Contractor is a company or business registered with the Energy Commission to carry out electrical work according to its registered class and scope.

An Electrical Contractor must have competent persons who meet the requirements of the relevant registration category and contractor class.

Before making an appointment, customers can refer to this guide on how to check registered electrical contractors.

Who Should You Appoint for Different Electrical Work?

  • Single-phase wiring work – An Electrical Contractor with a Wireman holding the relevant competency.
  • Single-phase wiring and testing – A PW2 Wireman within the permitted scope.
  • Three-phase wiring and testing – A PW4 Wireman within the permitted scope.
  • Operation of low-voltage installations – A Category A Chargeman suitable for the installation.
  • Operation of 11kV or 33kV systems – A suitable Category B Chargeman.
  • Engineering design and submission – An Electrical Consulting Engineer with the relevant registration.
  • Electrical contracting work – A registered Electrical Contractor with the appropriate class and scope.

Who Manages a TNB Meter Application?

For an electricity supply application up to 100A, customers generally need to appoint a registered Electrical Contractor to manage the installation and related application process.

For an application exceeding 100A, a registered Electrical Consulting Engineer is generally required for the technical application. The Electrical Contractor carries out the installation and meter process when the application reaches the relevant stage.

More information is available on our TNB meter application page.

How to Check the Qualifications of the Appointed Party

Before appointing an individual or company, customers should understand the difference between an individual competency certificate and a contractor registration.

Important details to check include:

  • Name and category of the competent person
  • Certificate of Competency number
  • Current registration status
  • Name of the company or Electrical Contractor
  • Contractor registration type and class
  • Whether the registered scope is suitable for the required work

Verification should be made through the official records of the Energy Commission or the relevant professional authority.

Common Mistakes When Appointing Someone for Electrical Work

  • Assuming that all electricians hold the same competency
